Tuning in octaves is relatively easy. Setting the bearings takes real skill, or a machine. (The lastest ones do not even require listening, it is all done by a meter.) I have come across one (Harrison and Harrison) organ in Preston Park where the bearings on the Great Principal are twelve cone tuned pipes.
